How is this a speaking test? Sounds like a receptive listening test to me. It is annoying that they are referring to this as speaking, since they are responsible for presenting a standard that teachers throughout Japan will use as a model for their teaching objectives. Now, if the students had to actually answer these questions orally, that would be a fair assessment for this level. But it looks like they will be listening and choosing an answer with multiple choice.

I completely agree about the questions, but I think the students will record their answer and submit it online to Eiken, who I presume will grade it using software (so no wacky replies). So the output is speaking, and the questions will be heard (even if some of them require the students to read the text in order to answer).
